Altera Nios II processor

Does anyone know if the Nios development suite is freely available like the web version of the Quartus software?
I'm looking to embed a softcore processor in a cyclone FPGA and Nios would be the first obvious port of call.
I believe that it requires a license to remove the time restriction - no idea how much that would cost though.
You might be better off looking at http://www.opencores.org, they have lots of open source microprocessor and microcontroller cores with compilers that you could try using.
